More fan art:) This is a character from a 80's cartoon I use to watch. He was a bad guy and a leader of a gang called Moligans. They used to try and capture the Glo friends. Good ol' 80's toons. I just felt like drawing him and I will draw the other guys. I probably won't finish this.
