This is IX (the number 9) He's a serious villain. Here's a bit of a backstory: He was destroyed ages ago, and his orbital base was as well, large chunks of the debris were found on various worlds, where in some cases, the inhabitants of these worlds would use the debris to fashion their own forms of technology.. but a few hundred years later, IX managed to pull himself together and is trying to reclaim his lost technology, and eliminate the worlds that house this technology.
