I don't think the Deku Tree's trying to be mean, he's just angry and feels Obol needs to be taught a lesson. Yes, once upon a time Obol lost his Kokiri, and was punished by losing his power of speech. In fact, he can't make ANY sound.
But just who is this lost Kokiri? That is a story for another time...
