Having trouble shading something white? Make the shadows blue instead of black. Look at the way snow is shaded in paintings to see what I mean.
Plus, the clouds in the background look like they have blue lighting all over them already, so making the whole dragon a light shade of blue wouldn't hurt. Just keep the highlights white and it should look fine.
