She very cute, I like her outfit, and her hairstyle is very nice. But I can see what you mean about having pigtails and not having the pigtails. Even still, very good job on the picture! ^_~

Oh gawsh, she's adorable! I love her little pigtails! And that outfit is so cute too, you don't see many harp seal anthros! Great stuff!
