Certainly it's good. You seem to have less of the actual rain drawn here than just the general setting of it, which works well with the mood of this piece. Very nicely shaded, I especially like the shading on the hair and the way it seems a ray of light is shining on her. I don't think it seems lazy that you colored the sketch without outlining it - though a few lines around the hair and skin could stand a little touching up - I think it gives the picture a nice softness that goes well with the feeling you're trying to convey. The lyrics fit well, too. I would curve her jawline a little more, as it is her face looks awfully narrow and pointed. Other than that, though, this is lovely work.
