How to obtain: Have Eevee hold silver powder while trading

Was deciding on wither or not to change the 'shiny' version of the fakemon and was given some interesting idea's by my friends, but in the end decided to stick to what I had originally done, as sometimes keeping things simpler is better.

So Game Story wise, this fakemon would be in a special bug catching contest like the one from Gold/Silver games, but updated with all the new bug Pokemon, I would also have theirs a higher chance for the bug type Pokemon to have their hidden abilities. Lepidteon would be the rarest find in the contest and thus a guarantee win if caught.

I would also have that the player character can win the item 'Silver powder' from this contest.
