You're probably saying to yourself, "Why a girl?". I know Lugia's genderless in the game and had a male voice in the movie, but I thought as a human Lugia would look better as a woman. Lugia's tail made a great ponytail, complete with the fins near the tip as a decoration. I decided that her look would be as a sort of ethereal being, so her wardrobe is like a goddess or an angel, complete with translucent silk.
