This is SilverWing Fox.

hes a Wolf/Eagle Cyborg. He got his Cybernetic parts arfter an injury, he has a InfaRed View Finder on his right eye, a few Cybernetic parts that are not seen and a heavy Plasma Cannon as his arm.
