It's Quatre from Gundam Wing dressed up as...Piccolo or Super Saiyan Gohan from Dragon Ball Z (It's something of an in-joke between my friend and me so top marks if you get it ^_^.) By the way the red writing is Duo, Brown writing is Heero, Blue writing is Wufei, Light green writing is Quatre and Dark green writing is Trowa.
