Frelly is a prostitute-priestess of a sect most often associated with Goddesses of love such as Ishtar, but in this case she is invoking a God of love such as Eros/Cupid. She's not exactly something like a cherub, as she's a fiendish Tiefling with some Succubus and Fey heritage. But her wings will do, as she takes to the sky aiming to spread love (and lust) with arrows of the heart.
