Missing .gif uploads update

We have discovered the cause of the .gif upload issue. As a recap, some people were having issues with .gif files generating most or all of their thumbnails, but the original file goes missing. We were able to recreate the issue in our dev environment, and have taken steps to improve the situation. Those improvements are coming in the next update: v5.17.
