Kaifuu is the (genetic) daughter of Haruka Tenoh and Michiru Kaioh (Michiru Tenoh by the time Kaifuu is born) from Bishojo Senshi Sailor Moon. In this pic, she's at least a teen and is wearing her hair down for a change.
