This is Gompwang Hagule. Funny name, serious mental health issues. She's a villian from Radio Chatter who specializes in carving off people's faces with that blade hovering near her arm. Her optical interface tattoos (those jagged, black marks on her face and arm) are hologram generators for her face and her weapon.

Her words hovering are a two-layered system which is used quite a bit in Japanese novels. The main text (what she said) reads, "That face is a good mask, huh. I wonder what's underneath." The subtext (her meaning, which is the smaller wording) reads, "I want to try wearing that covering (referring to the mask). If I cut it off, I might be able to, huh."
