I generally charge according to complexity. Guideline is as follows:
$1 - ~x16 item or static character sprites
$1.50 - ~16x terrain tiles or frame of animation
$2 - ~x24-x32 item or static character sprite.
$2.50 - ~x24-32 terrain tile or frame of animation
$5 - ~x64Static item, character sprite or similar. I generally don't do tiles at this size and I'm not willing to do animation at this size.
$10 - ~x128 Scene item or portrait. I can do an animation of those, but it needs to be something simple.

As a rule of thumb, I don't really do NSFW art. Stupid sexy pixels.
