It does sort of look like she is waving to people. A suggestion for depicting the wind flow is to break things up a little more. Her hair would have a much better sense of movement if it weren't so stiff. All of her hair moves in a mass. Try drawing more individual strands that are being blown in the wind. The pose is well rendered though.
