I have no idea what race or culture she is, I just made it up. Maybe it's a clash between African, Indian and Hawaiian. hmm.

Mmm, I love the loose, faintly watercolour or possibly oil pastel-ish feeling. Especially the water! I always have such trouble with "colour" shadows, it's always nice to see someone else do it well. The costume is really cute and the accenting flowers are a nice touch. And the jewelry is just - rawr ^_^

Whatever the culture is, I adore the costuming for it. :D I think you should give it a name and draw more artwork from it. :D Think of all the fun you could have blending the three costuming styles together. XD (Okay, so maybe I'm just thinking of the fun I'd have. ;D )

Some anatomy issues (I think the hands and feet are a little too small and the face looks a tad odd), but overall a very pleasing piece. ;D
