Way back in 2010 when the trajectory of the Lucifer arc was on par with my plans in Plans Within Plans, @Danimarion approached me with an offer to collaborate that I simply couldn't refuse. And much like Part II, my share of the story would kick off with a trigger, in this case a code word embedded in this page. The plan was to fire this off after the Hacker's ultimate defeat to signal the beginning of the new act; long before I was in a position to seriously contemplate putting this together, we knew the Lucifer arc wouldn't see conclusion in XI, and was later scrapped altogether, but Dae told me he intended to do the subsequent page despite. He's totally right: I am such a tease. B-)

Grybauskaitė's jab at Reinfeldt is a call-back to his accidental instigation of the Swedish–American War in DYOS IX. I like to think this is the usual state of affairs in Union federal summits. The idea that Ivan Gašparovič would say "True, dat" just appeals to me.
