ooooh, kickin' it old skool..! I did an animation course in school (and was one of the very few people who understood frame rates going in, so the final sequence timed out properly), sadly even before factoring my general time pressures, I'd basically need a dedicated studio setup to be able to do anything like it today.
Judging by the background I presume this is digital? I did rough experiments in Flash that never went anywhere, and I learned the hard way that I can't use a tablet unless the canvas is right under the stylus.
