Enver Hoxha for Civ2 ToT by @Thorvald (El Thorvaldo)

Expansion and revision of a sprite originally created in 2017 for Roll II Rule; every player had an in-game avatar, and 92nd-Cived had elected to play as a memetastic Albanian bunkertopia hidden away in Antarctica. Though it was quietly abandoned soon after, "Hoxha's Bunker Emporium" became a frontline NPC in the fight against the Psi Corps, although ironically the game stalled before seeing actual combat.

Leftmost sprite modified from gapetit's ToT conversion of USA 2013; rightmost adapted from BC1871's Victorian tweaks; middle combines elements of both.
