The Arena of Nîmes was built shortly after the Colosseum of Rome; it is one of the twenty largest surviving Roman ampitheatres, and one of the best-preserved worldwide. Unlike the Colosseum, it remains in use for public events, and hosts two annual bullfights during the Feria de Nîmes.

What they were planning here, I don't know.

Based on the red fencing, it looks to me like they were prepping for a bull fight. That assumes that the red fencing isn't a permanent fixture in the amphitheater.
