Captain in Mr. Toyoda's mercenary company. Acting commander of Toyoda's forces in Hokkaidō while his superior is battling choxorn's zombie invasion of the mainland in DYOS X, he completely fumbles the job and turns a state of emergency into brutal martial law. CivGeneral & Co. depose him, learning Toyoda's whereabouts in the process.
Trivia:
- Tōjō was named with intent: ryū (龍/竜, dragon) and tōjō (東城, eastern castle), hence, "Dragon of the Eastern Castle". My post-facto title nods to this. The macron mismatch between the names is a longstanding goof on my part.
- He technically appears in this comic, but without distinguishing features; @GenMarshall's Gmod depiction used the beta model for Dr. Breen in Half-Life 2, recycled for Nikita Brezhnev in Part II. To date, he has not officially been drawn.
- The Hokkaidō arc remains a sore spot for me, writing-wise: my correspondence with @GenMarshall only partially survives so I don't know what was first proposed by whom, but what was intended to flex Toyoda's influence and complicate his moral perception (specifically by CG), spiralled into cartoon villainy that I have never adequately reconciled with Toyoda's character. Tōjō was created, essentially, as a scapegoat to absolve Toyoda of immediate responsibility, but there is simply no way the situation would have been allowed to devolve into such a crisis, especially if (as is hinted) it was all an elaborate pageant.
